Dubai Ranked Third Most Startup-Friendly City in the World

Dubai has secured third place in a new global ranking that measures how well cities support entrepreneurs and early-stage businesses. The Startup Friendly Cities Index 2026, published by Multipolitan, places Dubai behind only San Francisco and Zurich, and ahead of major centres including London, Paris and New York.

For business owners already in Dubai or considering the move, this ranking confirms what many have experienced firsthand: the city offers a practical, efficient environment for launching and running a company.

What the Index Measured

Multipolitan assessed startup environments across 60 countries before ranking 28 cities based on five criteria: startup activity, digital connectivity, young talent, quality of life and business agility.

Dubai performed particularly well on regulatory efficiency and speed of company formation. According to the report, founders can often establish a business within a week. This is faster than many established Western centres, where administrative processes can take several weeks or longer.

The index highlighted Dubai’s combination of streamlined processes, competitive tax structures, and an international environment as key factors in its rise.

Talent and Quality of Life

The ranking also examined how attractive cities are to young professionals and founders. This measure combined data on education, cost of living, safety, healthcare and purchasing power.

On this combined score, Dubai outperformed San Francisco, Tokyo, Paris, London, and New York. The city’s ability to attract and retain globally mobile professionals is a significant factor in its appeal to entrepreneurs building teams.

Where Dubai Still Has Room to Grow

The report did note that Dubai lags behind more mature markets in terms of unicorn numbers and overall venture capital depth. However, Multipolitan observed that cities like Dubai are advancing rapidly as founders increasingly prioritise ease of doing business and access to international talent over traditional financial centres.
