Federal Procurement Access Expands for UAE SMEs

Author: Uwe Hohmann
Chief Executive Officer

The MoF (Ministry of Finance) has signed an MoU (Memorandum of Understanding) with KFED (Khalifa Fund for Enterprise Development) to give SMEs (Small and Medium Enterprises) direct access to federal government procurement opportunities. This agreement creates a structured pathway for accredited businesses to participate in government supply chains.

What This Agreement Means for Business Owners

The MoU establishes a formal connection between SMEs and federal procurement channels. Under the agreement, businesses accredited by KFED can register in the Federal Suppliers Register and gain listing in the Federal Catalogue of Products and Services. These registrations open doors to contract opportunities that were previously difficult for smaller companies to access.

The Ministry will notify KFED about business opportunities announced by federal entities through the digital procurement platform. These notifications will be aligned with sectors and activities relevant to SMEs, making it easier for business owners to identify relevant tenders.

Benefits for Registered SMEs

Training workshops will be organised to help business owners understand the registration process and platform requirements. The agreement also includes coordination with relevant authorities to align efforts and simplify procedures.

Businesses that register gain access to the SME Champions platform. This programme has already facilitated more than 652 deals valued at AED 672 million by 2024, spanning sectors including IT, consultancy, advertising, and event management. The initiative connects smaller companies with both public institutions and major private sector buyers.

Who Qualifies

The partnership targets Emirati entrepreneurs and UAE-based SMEs accredited by KFED. Eligibility typically requires a valid UAE trade license and meeting KFED’s accreditation criteria. The Fund offers various programmes including financing options, capability building, and export enablement support.

How This Fits the Broader UAE Strategy

This agreement is part of a wider government effort to increase SME participation in the national economy. The UAE aims to channel more procurement spending toward smaller businesses, reduce reliance on large contractors for certain projects, and build a more diverse supplier base across federal operations.

For business owners considering expansion into government contracting, this is a practical opportunity worth exploring. Registration in the Federal Suppliers Register positions your company to receive direct notifications about upcoming tenders matched to your business activities.
