UAE Launches Advertiser Permit

The UAE Media Council has introduced a new regulatory framework that might change how advertising operates on social media platforms. The Advertiser Permit system represents a step toward creating a more structured and professional advertising landscape in the Emirates.

What is the UAE Advertiser Permit?

The Advertiser Permit is a mandatory requirement for individuals who create advertising content on social media platforms. This applies regardless of whether you receive financial compensation for your advertising activities. The permit forms part of a broader initiative to develop a flexible regulatory environment that matches the fast-changing media industry.

Permit duration and costs

The permit structure varies based on your residency status in the UAE. Citizens and residents can obtain permits valid for one year with renewable options. Visitors receive permits valid for three months, which can also be renewed for additional periods.

In a move to support content creators, the UAE government will issue these permits free of charge for three years to UAE citizens and residents.

Who needs to apply?

The permit requirements are straightforward but comprehensive. Applicants must be at least 18 years old, though the Council may consider age-based exceptions in specific circumstances. All applicants must demonstrate good conduct and show they have not violated any media content regulations in the past.

UAE citizens and residents face an additional requirement. They must obtain a trade license to practice electronic media from the relevant authority before applying for their Advertiser Permit.

For visitors, the system works differently. Visitor permits may be issued to individuals who are registered under an advertising agency or talent management agency that has received accreditation from the Council.

Important exemptions to know

Not everyone needs an Advertiser Permit. The system includes specific exemptions that many business owners will find relevant. Individuals who advertise their own products or services through personal accounts do not need permits. This exemption also applies when advertising for companies they own.

Additionally, individuals under 18 years old who engage in educational, sports, cultural, or awareness-related activities remain exempt, provided their content aligns with age classification requirements in relevant legislation.

Special rules for visiting advertisers

The new system includes provisions for visiting content creators through the “Visiting Advertiser Permit.” This option recognizes the global nature of content creation while maintaining regulatory oversight.

Visiting advertisers must complete their registration through a licensed advertising agency or talent management agency that operates legally in the UAE and has Council approval. The Visiting Advertiser Permit remains valid for up to three months, with the possibility of extension for an additional similar period.

Financial system integration

The Digital Dirham will operate alongside existing payment methods rather than replacing them entirely. Full convertibility with cash and bank deposits ensures seamless integration with current financial operations.

Licensed financial institutions will serve as wallet providers, maintaining their role in the financial ecosystem while offering enhanced digital services. This approach preserves existing banking relationships while adding new capabilities for businesses and consumers.

For accounting and compliance purposes, Digital Dirham transactions will be recorded on the distributed ledger, providing clear audit trails and simplified reconciliation processes.
