Dubai’s New Digital Licensing Services

Dubai is consolidating how companies are registered, licensed, and identified. A new investor register, the wider use of the DUL (Dubai Unified Licence) and further development of the Invest in Dubai platform are intended to reduce duplicated paperwork and shorten processing times. This article explains each initiative and what it means for companies operating in the Dubai business environment.

Who Is Behind the Changes

The initiatives are led by the DBLC (Dubai Business Registration and Licensing Corporation), which operates under the DET (Department of Economy and Tourism). The DBLC was established under Law No. 6 of 2023 and has authority over business registration across the emirate, including free zones. Free zone authorities are required to coordinate with it on licensing procedures and to connect to its central company database.

In practice, this gives Dubai a single body responsible for how company data is collected, stored and shared between government entities. The initiatives described below build on that mandate.

Invest in Dubai: A Central Channel for Company Setup

Invest in Dubai is the government’s digital platform for establishing and operating a business. It allows investors to select business activities, reserve a trade name, obtain the required approvals and issue a commercial licence online. It also includes a public directory in which any company can be searched by name or DUL number.

The DBLC has confirmed plans to extend the platform to free zone transactions, so that a wider range of services for both mainland and free zone companies can be completed in one place. It also intends to introduce AI (Artificial Intelligence) features that recommend relevant services based on the stage a business has reached, moving the platform beyond simple transaction processing.

For businesses, the practical effect is fewer separate portals and fewer occasions on which the same information has to be submitted.

The DUL (Dubai Unified Licence)

Introduced by the DET in December 2023, the DUL assigns every licensed company in Dubai a single commercial identification number, whether it is registered on the mainland or in a free zone. According to the Dubai Media Office, more than 900,000 DULs had been issued by November 2025.

Before the DUL, each licensing authority used its own reference numbers, which made it difficult to match a company’s records across entities. The unified number links licence status, legal form, registered address, issuing authority and licensed activities in one record.

Each DUL also carries a QR code. Companies are encouraged to display it at their premises, on their website and on social media, so that clients, suppliers and other counterparties can verify the company’s details without requesting a copy of the business license.

The Dubai Investor Register

The DBLC is now developing a Dubai Investor Register. Where the DUL provides a single identity for a company, the register will provide a single digital record for the individuals and corporate entities that invest in it.

At present, investors are often required to submit their personal or corporate details again each time they open a branch, acquire a shareholding, transfer a company between licensing jurisdictions or invest in sectors such as real estate or financial markets. Under the register, those details would be provided once. Any subsequent change, such as a new passport or address, would be updated in one place and reflected across the connected entities.

The register is also expected to improve data protection, as personal information will need to be shared with fewer parties and less often. A launch date has not yet been announced.

Points for Business Owners to Consider

As more systems draw on a single company and investor record, the accuracy of that record becomes more important. Outdated addresses, inconsistent shareholder names or licensed activities that no longer reflect the actual business will be carried through to banks and government entities rather than corrected at each step.

Companies may therefore wish to review their licence details, registered activities and shareholder information now. It is also advisable to locate the company’s DUL number and QR code, as counterparties and banks are increasingly likely to rely on them.

What This Means for Your Business

Company setup in Dubai is moving towards a model in which a business has one identity, its investors have one record, and most government transactions are completed through one platform. For new companies, this should mean a faster start and shorter timelines. For established companies, it should make expansion, restructuring and movement between mainland and free zones easier to manage.

Much of the benefit, however, depends on the quality of the underlying records and on understanding which process applies to each situation.
